The pump for the hot water is needed when the sensor in the hot water tank shows a temperature that is too low. This can happen when water has been drawn off and cold water from the main water supply flows in, or when the temperature drops as heat is gradually lost from the tank to the outside. Otherwise, this pump should not run.
The pump for the heating circuit probably switches off when the hot water pump is turned on (since hot water has priority). In our case, it also switches off when no more water is drawn from the radiators because they are turned off or the room temperature is reached. Lastly, the pump is of course off when the heating is in night mode.
Note: All of this is just layman's knowledge.
