Circulation pump & circulation line not installed

Hello dear ones,

here is our problem child number 2. As we have now found out, the planned circulation line & pump were not installed. It was probably due to the communication between the office and the sanitary crafts crew on site. No idea. Even though it was agreed upon and also invoiced (at least the circulation heat exchanger station with pump). Unfortunately, we trusted that it would be installed accordingly. At that time, i.e. during the shell construction, we had very little idea of what was necessary and what was not. We have quite long pipe lengths. To the bathroom on the upper floor, it’s roughly estimated 20-25 m. This means, in the worst case, more than 1.5 minutes of waiting until warm water arrives. I personally find that quite harsh and way too long. The situation is now of course very regrettable. Everything is finished, closed and covered, and we have to find out that it fails due to a stupid circulation line that can no longer be retrofitted. Does anyone have any knowledge about the matter and maybe a good approach to solve this dilemma?

Individual extraction points could be retrofitted with small instantaneous water heaters. For "just quickly," the energy then comes from there; if more water is needed, the centrally heated water is eventually available and the instantaneous water heater can switch off.

Basically, yes. But then I still have to prop it open or get the electrician back on board so that everything gets its power. After all, it's a huge mess in the end, isn't it?

The whole planning with the pipe lengths is already rubbish. Without circulation you have a real major defect. According to DIN, knock me down, 50 degrees must be reached within 30 seconds. The plumber is supposed to solve that - I consider instantaneous water heaters as unhelpful. That is probably an even bigger effort. And mini instantaneous water heaters with 230V do not produce really warm water.

No, the minimal solution would be a small box in the base cabinet. And yes , it doesn't really get "hot" then. But since the question was about low-effort solutions, at least I can't think of a better one...

Is that now also a construction defect regardless of the commissioning if I exceed 30 seconds? Am I entitled to insist on defect rectification including all circumstances? Or can he wriggle out with claims of unreasonableness?
