Hello everyone,
thank you to all who replied to me here.
I would now like to share with you the response from [KFW], in case anyone is interested:

"To receive [Baukindergeld], we absolutely need the tax assessments for the years 2016 and 2017.

If you did not live and work in Germany in the affected years, please upload certified translations of your foreign tax assessments as well as those of your spouse or life partner or partner in a marriage-like community together with the respective original document. The certified translation must be made by a publicly sworn and recognized translator.

If you did not file a tax return abroad, please submit suitable documents to prove your income as well as that of your spouse or life partner or partner in a marriage-like community in the years 2016 and 2017 (e.g., wage (tax) certificate from the employer). Please also submit a certified translation here."

Good evening everyone,

, we are facing the same situation. My wife was still working abroad in 2016 and also did not file a tax return there.
Which document did you submit and did it eventually work out?

Hi,
our December payslips from 2016 showed the annual gross salary. There is no income tax certificate in the country where we worked. So we first had this payslip translated.
The application is still under review by KfW. I hope they will get back to us soon. Good luck
