Are the 180€ for drilling or the box, spotlight, converter, and connection? Then the price seems almost reasonable to me.

The contributor provided the following information: Recessed spotlight in the concrete ceiling, 1 piece, approx. 80 mm diameter, color white, adjustable, including LED lamp, 230 volts / 3.5 watts, note: the plastering over the recessed pots is carried out by the builder themselves.

You will have to accept that.

Those who want many [Spots] should look for a partner who manufactures in-situ concrete slabs instead of precast slabs.

Or consider whether [Spots] really represent a suitable general lighting ...

Whether you need to raise the ceiling depends on the shell construction height. The drop adds about 7 cm. But I don't see any other options. Either pay the price of the BT, do the suspending yourself, or do without spots. I do the latter, for example, because spots are too uncomfortable and static for me. You can also achieve really great effects with wall lighting and great ceiling lamps. Especially if you save a few thousand euros on the spots.

How about doing it yourself? Drill the holes in the precast ceilings yourself with a diamond core drill bit, put a Styrofoam block on top, lay the cables, and then, after the ceiling is poured, fish the block out from below. It takes time, but with many spots it could be worth it. The core drill bit costs around 100€.

I would definitely not recommend doing it yourself. We drilled about 10 holes in the ceiling for presence detectors. You can expect about 15 minutes of drilling per hole. All of it overhead. You get dirt everywhere and after 2-3 holes you are exhausted...
