Ceiling rafter insulation with clipping felt

Hello, I couldn't find anything proper about this on the internet. The following situation: I have an attic that is currently only used as storage and cannot be converted due to low headroom. I am looking for a way to insulate my attic to lose as little room height as possible. Current roof construction:

Can I roughly speaking stretch insulation fleece between the rafters without a vapor barrier? I can't insulate the roof ridge because I can't reach it. Since the roof was replaced a few years ago, removing and replacing the covering is not planned.
