Hello out there,

we have a plot of land that runs parallel with a long side along a sidewalk. There is an elevation difference of about 1m between the sidewalk and our property. If we shift or fill the plot again, the elevation difference could be 1.2m. Because of this "slope," which descends at 45 degrees, we lose a lot of space, since we have almost 28m length x 1.5m slope. Now we would like to "stretch" our property and secure it. Our neighbor is the municipality with its sidewalk. How we will secure the property is still in the exploratory phase, whether with L-walls or planting stones, we’ll see.

The questions:
Where can I find out what I am allowed or not allowed to do? Are there regulations?

I don’t want to wake sleeping dogs or ask too many questions... (with the authorities)

If yes, where can I find it? It is a mixed development and we are a gap filler.
In the Geoportal I cannot find anything about development plans.

This is regulated by the respective state building code; in Thuringia, for example, you are allowed to build up to 2 meters high without a permit.

Plenty. At the municipality. Many geoportals are still under construction; some municipalities don’t have one at all. Maybe your municipality hasn’t entered the development plans yet, or you haven’t searched properly, or there aren’t any. Only one of the sleeping dogs can give you certainty. Which, however, does not exempt you from complying with the regulations. The embankment behind the retaining wall is only permit-free up to 30m²; for public traffic areas, the road law applies; for non-public properties, neighbor rights apply; there could be a local design statute; the development plan has already been mentioned.
