Can the building application be submitted this year?

Hello,

we plan to build a house next year. Preferably turnkey.
Now the builder said that we should definitely submit the building application this year to save 7000 Euros. Because from 1.1.2016 the energy saving ordinance will change.

What do you think about that?

In principle, that is correct, but it is very briefly presented.... Building permit applications submitted from 1.1.2016 fall under the tightened Energy Saving Ordinance. If you want to build with a heat pump and controlled residential ventilation anyway, it does not affect you further. But if you want to build, for example, with a gas boiler, starting next year you will very likely need controlled residential ventilation or quite a large solar thermal system to support heating. And maybe also more insulation.
And the controlled residential ventilation alone quickly costs significantly more than €7000.

In other words, you will have to spend more money so that your house has higher maintenance costs. (Filters and electricity consumption of controlled residential ventilation are significantly more than the saved heating costs). Great business, right? ;-)

But if you are just starting to plan now, you will have to decide very, very quickly. And with rushed decisions, you will probably waste even more than the additional costs for the 2016 Energy Saving Ordinance.

Actually, I do not intend to install a controlled residential ventilation system or heat pump. Is it sufficient to build according to the Energy Saving Ordinance 2009, or should one prefer [Kfw 70]?

Without controlled residential ventilation and/or without a heat pump, achieving KfW 70 is already quite a feat under the current Energy Saving Ordinance (is it called 2009 or 2014 now?). From 1.1.16 onwards, you will have a hard time getting a building permit at all with this configuration...

I will build myself with a gas boiler and without controlled residential ventilation. I still have to submit the building application this year, because next year, despite wall construction with U=0.16 and triple glazing with Ug=0.5 and thick roof insulation, it will be tight. And I don’t feel like being forced to install a heat pump, controlled residential ventilation, or solar thermal systems to support heating.

The KfW levels are not really relevant. The extra effort you have to put into the house to achieve KfW XYZ you will never recoup in your lifetime. And you can also forget about the subsidies.
