Can I build 2 full floors with the development plan?

I would like to build a house and have some wishes.
I would like to build a house with two full floors. The development plan restricts a lot, but it states that if everything is complied with, a house with 2 full floors can be built.

I wanted to ask if you can tell me with which dimensions this is possible.

… which is explicitly excluded in the development plan. It literally states "Number of full floors: 1". How do you come up with two then?

Attic with 1 m knee wall should also be possible.

Are there restrictions on roof structures?

Unfortunately, I cannot return that – your support with the tiny excerpt from the plan is of little help to answer you more than the essentials that my predecessors have already mentioned. You cannot see anything about a possible consumption of the mentioned heights due to the slanted height profile of the access road.

In a different section than yours, perhaps. However, I see no indication that there would be several of them here.

That only really makes sense if your space program is divided so that the space requirements of both floors are equal. Here you are then restricted by the floor area ratio of 0.5 in exploiting the site coverage ratio of 0.4. 0.5 : II would result in 0.25, so you would waste 37.5% of your possible site coverage or would need a lot 60% larger to build over the same site coverage. That is quite a hefty price for avoiding sloping roofs.
