Without stairs it won’t work, at most you can dig in below. Do you have a plan with height specifications?

The bungalow will be built with a wall on the slope and there are no windows on the side.

Filling in, if you get it approved, will be very expensive and you will have a steep driveway.

It is a sloped plot and it doesn’t work without stairs. If the stairs become difficult in 20 years, there is always a stairlift and so on. For a problem that may arise someday and has a solution, I wouldn’t bend over backwards now. Your original plan with a partial basement also included stairs.

Elevation details in the appendix. Hopefully, they can be seen. These are two parcels of land, do not get confused. Above (north) is the church parking lot. Below is a meadow.

Refilling costs a fortune. Your budget won’t be enough.

I would plan for 2 flights. There is about a 2 m height difference if I haven't misread the house area.

Upstairs living, dining, kitchen with open gable. Maybe you can also plan an access road so the car can get all the way up when your bones ache. The back garden should be accessible by car and trailer anyway. For maintenance purposes.

Downstairs children’s room, dressing room, bedroom, building services.
Stairs against a sturdy wall, wide enough for a stairlift, power connection.
