Buying land and paying part in cash normal?

Yes, the sale would be from a private person. Well, I do think that the lady is aware since she professionally buys, renovates, and sells houses and plots of land. Furthermore, during the last phone conversation, after we said we were financing everything together – the land and house construction – she then said that she would like to have such and such amount in cash so that she can save on taxes and not have to pay tax on the entire purchase price. So I guess she will know that she has to pay taxes on something like this.

The buyer "saves" notary fees and real estate transfer tax in this variant. So not only aiding and abetting, but possibly also their own tax evasion.

When you read something like this, you should actually file a report. These people are only out for their own benefit and harm everyone.

Admittedly, there is still plenty of money being wasted afterward, but one does not legitimize the other.

Have you spoken to the owner to see if there might be another option? Maybe you could do an installment purchase or find another solution to legally reduce the tax payments. Such "suggestions" are not exactly rare, but I would definitely not agree to them. The advantage clearly lies with the seller. You would save a bit of property transfer tax (evade).

We have already tried to talk to her, that we would like to keep everything in the legal area, etc., but she wants to do it exactly as she proposed, that is, part in cash.. well, as I said, we will leave it and keep looking. Thank you for your numerous and quick responses.

For her, this is no longer private, as she appears to be officially dealing with real estate. Nice extra income if you have liquidity and one or two craftsmen on top.

Tell her: only 100% or nothing at all. Maybe she will agree to that, but most likely you will have to keep looking for something suitable.

What you do with the info that there is a lady who isn’t exactly honest is up to you. You don’t have to, but you can.

Yes, that's true, I think in the end it will come down to something else. Because she is now starting to put pressure on us, which we find, to put it nicely, crap. Last Friday she promised that we would get the property and now we are supposed to make an appointment with the notary by this Friday. Another point that made us suspicious. Yes, I think a tip to the right place wouldn't be wrong... because what she is doing is just not okay, in my opinion. We were ready to pay in full, so everything that comes with it, etc.
