Buy a house when the floor area ratio is exceeded?

No, it makes no difference for now.

Simply buying is a story... If there were a shed standing there that I could sacrifice for the terrace in case of emergency (to comply with the floor area ratio again), that would be okay... but since the house already maxes out the floor area ratio, the terrace would have to actually go - completely and not just partially - if there really were trouble.

On the other hand, it seems that no one has cared for over 10 years. But that's not a guarantee either.
