Building without a contract - Concerns?

For now. At the latest, when the interest for the development loan is charged alongside the rent every month, most builders get antsy. And a payment plan based on construction progress means something different to every contractor, you can read that in many threads here. If, after the shell construction is completed, 75% has already been paid and you have to (for whatever reasons) assign the remaining trades elsewhere, it just looks bad.

The question is, can the contractor demand a partial payment if this was not agreed upon?

It depends on the offer from the general contractor. If the individual items are broken down and billed accordingly, e.g. with installment payments, you can constantly compare construction progress and payment progress and without a payment schedule you don’t have more risk than with one...
