Building plot deeper than street with "stream" - Additional costs?

We currently have an adjacent stream, a little brook, barely 10cm deep. Since 2012 it has already risen twice here. Once to about 2.00m and once to about 1.50m. However, during the last heavy rains it hardly moved. There are so many factors, just driving there during a storm is not enough. But there are certainly neighbors or residents who have lived there for 10-20 years, they can surely tell stories :)

And the property was initially at 187,000 and now at 157,000 (3 months later)

The neighbors basically paved over it.

That would be an option: put a pipe in and then fill it up if possible and allowed.
