Is this really a "stream" or rather an infiltration basin? Is there a soil survey for this piece of land? Maybe the "stream" is not the issue but rather the source of the water contained in it ... the property price seems to be somewhat below market level, which should raise attention.

Yes, not a real stream, more like a water channel it comes from the neighboring property, runs in front of the property, and goes to the next neighbor.
