If according to your municipal code a single-family house must be approved by the council, then of course also by the level performing the administrative act, and not only by the preparatory one.

What does that mean specifically? Building committee? City council?

That means wherever the building permit is a district matter, it has to be handled at the district level. Even in the district council, the actually advisory body will probably be a building committee; the plenary session does not get involved in technical consultations. Committees are responsible in terms of expertise; they discuss the content and give their vote on the plenary documents and to their council members in the faction meetings. Voting then takes place in the plenary by show of hands; agenda items 27 a to z are called up one after another, and rarely does anyone want to give a speech at the table anymore. In federal states with two-stage application processing (the local or collective municipality only receives the applications, the administrative act is then issued by the district office), the building committee of the district is accordingly the decisive circus. This may vary by federal state, whether they even take the time for "our grandma’s little house." For such trifles, a department head would be enough for me, or is this about a significant exception for you?

After submitting our application to the district, we received online access to the portal of our building authority. There we could check every day and also saw the deadlines of the respective involved "sub-authorities" that ultimately had to approve the application. The exact times/deadlines each authority/city had to complete the process were also listed there. I found that very interesting. After about 4 months (it was the peak of Corona), all areas were green and the building permit was granted. Then you only have to pay the notice from the building authority and voilà, the construction company had the important construction site sign. :)

Thank you for your explanations!
We can build according to §34 of the Building Code and have adhered to all setback areas. Furthermore, there are houses in a similar style in the immediate neighborhood.

I will call the office again on Tuesday and have it explained to me in more detail. The responsible official is on vacation until then. ;)

Even if there might be no free plots left there tomorrow: will you reveal which district is so progressive? - does it have a non-partisan district administrator?
