Build another house on the property

Hello, our son wants to build a house in our garden. Our house is already in the second row on our street and the property can only be reached by driveway from our house entrance. The piece of garden where he wants to build cannot be reached by car. Above our property are two neighbors with their houses, but no access road to our garden plot. Would it even be possible to build a house there? Would he need his own access road for emergency rescue and firefighting purposes?

I have made a sketch to see if it is even possible...

Unfortunately, I cannot contribute anything about the driveway, but the distance to the property boundary looks a bit tight to me... Are you allowed to build that close to the boundary?

Is there a development plan?
Is the sketch roughly to scale?
If the answer to both is "no," please provide a generous excerpt from the cadastral map (tim-online).
Otherwise, show the development plan, enter measurements into the sketch.

Read §5 of the NRW building code. The condition of the access depends on many factors. You would most likely have to sacrifice the existing garage, in my opinion.

As far as I know, a distance of 3 meters to the neighboring property must be maintained in NRW...
