Maximum efficiency is achieved when someone buys something that would have had no chance under normal valuation.

Subsidies are generally sensible to enable people to have houses. Not every subsidy tool is suitable for everyone. Bending over backwards and realizing an aspect that one DOES NOT NEED or DOES NOT WANT just to grab a few extra euros is not sensible. Therefore, it is worth looking for subsidies that help you realize your wishes and ideas. The wishes and ideas are the guideline, not the amount of the subsidy. That helps to keep the actual costs under control. After all, not all subsidies are 100% subsidies.

I don't see any contradiction there. Subsidies do indeed promote. They can be sensible for the individual, but can also lead to irrational behavior. The example with the heaps applies if one would already act economically irrationally without subsidies.
