According to our planner we can do without the BDT, reference to § 6 of the Energy Saving Ordinance. The ventilation systems were not necessary to achieve KfW 70.
I can "only" report from our construction sites and there a BDT is generally mandatory for the BU; fully aware that it is not always required. Although in my opinion this is not entirely correct; I rather have the impression that the Energy Saving Ordinance can be interpreted differently in this regard. For us it has the simple background of encouraging the respective trades to "pay more attention"; to work more conscientiously. If this applies, the BDT is omitted accordingly and everyone is satisfied. The costs for a BDT are negligible, measured against the total construction volume and included in the fixed price.
If a ventilation system is installed, the BDT – as far as I know – is generally mandatory when KfW funds are used; regardless of whether it serves to achieve KfW "X" or not. Since otherwise the technical manager (sworn expert at court) would be on my back, I assume that there is an obligation.
