With all due respect, that is nonsense! The soil on a property can be completely different. It’s not for nothing that most structural engineers require a soil report; otherwise, a foundation on the patch of earth where the house is supposed to go can’t function properly. But better to save 800 euros now...

Can one also draw a conclusion about the watertightness from the thickness of the bricks, or is it generally assumed that masonry walls have poor to no watertightness, so that all measures must be 100% carried out through the bitumen layer?

The thickness of the stones has nothing to do with the tightness. Even a 1 m thick concrete wall will let water in at the construction joints if no appropriate sealing (joint tapes, etc.) is provided.

WU concrete is only impermeable to liquid water but always allows water vapor to pass through. Keyword: Schnappsglas formula (1 glass / m2 / day). The water must be ventilated away.
