Basement as a white tank - heating?!

Our landlords had this brilliant idea with the basement outside the thermal envelope too (before the house was built) ... end of the story: always cold, always damp, they covered the costs for the dehumidifier and we fools had to empty it constantly ... neither a fan to the outside (decentralized) nor any expensive climate boards could solve the problem ... shoes in boxes all got moldy ... Why do you want to do that?

Could you please explain the heat recovery again? Is this about the temperature difference due to the colder air in the basement?

Simply connect the basement rooms to the [Kontrollierte-Wohnraumlüftung] and that's it. There isn't really a huge temperature difference there anyway.

Short contribution on this.

There are two important points:

1) What kind of [WU Keller] do I get according to the contract? There are also manufacturing methods that allow temporary water ingress. Then I even have a damp basement from the outside and that is legal.
2) [WU] and indoor climate have hardly any connection, except that of course there is no fresh air supply and no diffusion to the outside can take place.
Therefore, the basement should be insulated and climatized, meaning heated and ventilated, regardless of whether it is [WU] or not. The method is another question.
Since an uninsulated basement will be cold, moisture will form on the surface and this can often lead to mold and mildew formation on clothing and boxes.

There is a leaflet that divides [WU Keller] into different categories of use and then provides recommendations in various A** categories.

Further note regarding the contract: Agree on [DBV Merkblatt Wasserundurchlässige aus Stahlbeton] and define a usage class (here it would be A).

Then derive the climate question from that. If you really want to use it, it belongs integrated into the thermal envelope.
