As said, probably because the heating system itself had not yet been finalized.
I'm not sure. I can't say for certain because I didn't have the problem, but I think I've often come across the issue that especially with general contractor contracts, it depends on whether the exact heat pump is already specified in the contract or not.
Example:
1.
Contract house...
blablabla...
Heating technology: heat pump from the company Viessmann.
-> Still acceptable
2.
Contract house....
blablabla...
Heating technology: heat pump company Viessmann model 320a/yxz mod. with 2-7kw
-> No longer acceptable
...but as said, only from memory, might also be wrong.
