Oh, okay, we talked past each other there. The skeptic in me has such a hard time accepting that they supposedly act that way for THAT reason, that I almost believe there might be another reason behind it.

It's not about saying that this is happening, but explaining why they are acting like this.

To me, it sounds more like one should ask the trainee when she has vocational school day and then call again when the trained staff have to answer the phone themselves.

You are definitely right about what is stated above - in the end, however, (once again) the ordinary citizen and builder suffers, who is denied several thousand euros that rightfully belong to him due to such a bureaucratic formality.

I would very much like to call BAFA and explain my problem to them, but since the lottery was already mentioned above, I would like to use it here as well.
