I would take care of that first if I were you. If there is a development plan, at least currently a maximum of 2 dwelling units are permitted there. Maybe it wasn’t regulated that way before, but currently, as mentioned, about 90% of development plans are designed for a maximum of 2 dwelling units.
If 3 dwelling units are allowed, then you should look for an architect who can provide references in this area. It’s not rocket science, but there are some things to consider. To what extent this is possible with an existing property needs to be clarified:

[*]Service shafts
[*]Storage rooms 6 sqm
[*]Parking spaces for bicycles and strollers
