Attempted fraud in real estate purchase - do you know this?

Hello!

I am planning to buy a plot of land in a municipality. Those who know about it:
- me^^
- my parents
- my partner
- the municipality
- the notary

Now I received by e-mail an extremely concretely formulated letter from a lady from abroad in German and English, who claims to be the previous owner of the property I am to purchase from the municipality. She also sends her identity card as a kind of proof, as well as various photos of the property.

As the first step of the scam, I am now supposed to send a copy of my identity card.

My question:

Does this sound familiar to you? If yes: where does the fraudster get such concrete data from?

No, and in my police career I have never heard of such a scheme. What exactly does this lady want?

I thought you were buying a plot of land? Here it talks about a finished house. What matters is what is recorded in the land register; that is your seller.

Exactly.... you say you want to buy the property from the municipality. Who is listed in the land register?

The wording of the text does not sound typical for fraud, except for two things.

1) the copy of the ID
2) London, UK...

Nevertheless, I would not necessarily open PDF files from emails of unknown senders.
Is it possible that the municipality has to publish the prospective buyers somewhere? I would ask the municipality.
