I think you are all far too much in the details.
If the development/road construction takes place significantly above the current terrain and the southern neighbors both build one of these questionable residential towers, then it might completely disqualify your own basement as living space, as it would be completely shaded and built over.
Then, for the sake of the view – at least above the eave heights of the neighborhood – one would consider the garage in the basement again and place the living rooms on the ground and upper floors, even if it requires a cumbersome – because lateral – garden access to the living floor. We ourselves are building on a slope, the highest plot, additionally 1m above street level, now that the building area is filling up, we are grateful for every centimeter of height to at least still have the view over the ridges and parapets of the lower plots from the upper floor.
