Perhaps a perimeter insulation on the garage up to the level of your property's elevation should be reconsidered after the garage is built. You could save yourself the L-blocks that stand parallel to the garage with this.
If you place L-blocks at short intervals, you will always have the gap filled with all kinds of dirt and critters.
