The building authority cannot forbid you where you work. However, the building authority can prohibit you from setting up commercial premises in a purely residential area. These rules can be obstructive in individual cases, but are generally okay. When registering a business, you also provide information about the purpose. If it is clear that you neither cause noise emissions nor have customer or logistics traffic, a decision can still be made regarding you.
