Depending on the conditions, it is not so absurd.
A few examples that promote high consumption:
- Hot water set to 60° and showering for half an hour every day
- Heating the basement above 22° (possibly poorly insulated in a kfw70 house)
- Pump poorly adjusted
- Individual room control
- No ventilation system, so lots of manual ventilation
- etc..
Assuming you have a relatively poor COP of 3, you come to 19 tkwh heat. With high hot water consumption, about 12-13 tkwh for the house. Possibly realistic.
But if you use water sparingly, have hot water set to 45°, do not heat the basement above 18-19°, and also do not heat the rooms above 22°, it can also be significantly too much...
