We were explicitly told: if the heating is well adjusted, you should not turn the individual room controllers. The system is too sluggish for that. According to our heating engineer, the controllers actually have no benefit.

I can only agree with that...

Question 1: Do you have a manual for the end user or the installer? The latter usually have access to additional functions.

Hi,
sounds really bad.
Questions:

[*]Have you ever had the heating specialists come to properly set the heating? Otherwise, they won’t get an approval for that thing and therefore no money. Hopefully, the heating hasn’t been paid for yet. Tell them that you will deduct the absurd electricity consumption from the bill. I would really do that afterwards!

[*]Is there enough refrigerant in it?

[*]What does the heat load calculation say? Maybe the unit is simply three sizes too small?

At above zero degrees, no heating element should be running, something is seriously wrong!

Best regards,

Andreas

Reading correctly helps:

Let them come again and correct it. Without it running properly, no acceptance, no money!

Best regards,
Andreas

So, settings have been corrected (room temperature, radiator, flow temperature, and hot water), currently we need about 20-30KW per day depending on the outside temperature (-5 to +10)... We now have "normal" heat pump electricity, so about 30% cheaper than the construction electricity, hot water is connected, and I have more access to data ("installer mode") since I looked over the shoulder... I will now observe it and google everything that it means... the outdoor unit still has an icing problem and the implementation is still ongoing... it will/ remains exciting...
