So normally there should be a passage included that refers to the legal basis. We at least have that included, I myself have been working at an office for some time. Therefore I can confirm that the whole thing is completely legitimate and legally anchored. The buyer then even has the obligation to cooperate.

The office does receive a copy of the purchase contract, but only limited information about the house. However, this information is needed to evaluate the purchase contracts and, for example, to derive the [Sachwertfaktoren]. The task of the office is to make the real estate market as transparent as possible. The [Sachwertfaktor] shows, for example, how the purchase price relates percentage-wise to the actual value of the purchase object evaluated according to the [Sachwertverfahren].

That only makes it legal for now. At least the legitimacy could be considered debatable.

There is a legal basis that allows the expert committees to obtain the information. In principle, I think one would even have to grant them access. But let's keep things in perspective.

The fact is that this data is only used to analyze the respective purchase case and thus to reflect the real estate market. Nothing goes to the tax office, building authority, or anyone else. But as a buyer or seller, you can also "use" the expert committee, as you can obtain information from the purchase price collection in order to get comparable purchase prices (if available).
