The question is first how you want to create the largest possible heating surfaces for the heat pump. A heat pump makes sense if you do more on the house: walls, ceilings, or floors for heating surfaces and also like to improve insulation here and there. If none of this is planned, it becomes critical with the heat pump. A heat pump also makes sense if a lot of personal effort is possible.
I would first roughly decide on a concept, then plan more precisely and get quotes. Depending on where you live, it can be difficult to get heating engineers at reasonable prices.
With the heat pump, the risk is higher that operating costs will get out of control due to poor planning or conditions. With oil or pellets, consumption is more calculable. Personally, I would no longer install an oil heating system.
