The decisive factor is the contract date of the order placement. Whether someone is bustling around on the construction site is another matter.

I think it was more about how exactly they check that. After all, you don't have to send invoices/contracts to justify it.

Exactly. As far as I understand the guidelines, you are allowed to start construction after submitting the application. The confirmation will come much later anyway in 2018: "Applicants can then immediately commission the construction work after electronic application submission, but the corresponding funding notice is expected to be delivered only in 2018."

Well, according to my information, they check solely based on the contract date. Notification of construction start, invoices for building materials, etc. are all irrelevant. In my opinion, there is no on-site inspection. Who would even check that? That the execution itself can then be checked afterwards, of course, can happen. But for that, the energy consultant must first give their approval. Nothing will be paid out before that anyway. But: My opinion, no guarantee.
