Sure, compared to free it is definitely more expensive (and also bulkier). That’s true and I understand that. Overall, though, these are killer prices for a product where you often don’t even notice why it’s second choice.
But in return, you get insulation and not homeopathy like with your initially considered 30mm mineral wool. The 100mm PUR also makes your basement ceiling about a KfW55 basement ceiling, which of course makes a huge difference.
Can this be used in 100mm for the basement and upper floor ceiling? Is that enough?
Basement under concrete ceiling: Yes - but you have to use dowels, because it is aluminum-coated on both sides and therefore bonding with insulation adhesive will not hold reliably. It is better to use one-sided coated PUR and glue it.
Upper floor ceiling: Why should you use PUR there? All other insulations are cheaper with the same insulating effect (just thicker) and usually there is space upwards. However, it can be used without any worries, at least on concrete ceilings.
Better 24cm something. The cheapest is cellulose between the rafters and then cross battens with even more cellulose and on top rough boarding / counter battens. With wooden beam ceilings, don't forget the vapor barrier on the underside and work on making the connections airtight!So attic floor simply from 14cm glass wool, or better rock wool?
