Sorry, that wasn’t meant to sound arrogant… I had researched other first-choice prices afterwards. So 10cm PUR usually costs 35 euros per sqm?
Second choice costs about 20 euros per sqm

Yes or 32 EUR. Maybe you compared the starting prices? (the 10,xx are then also for the 20mm plate).

Basement under concrete ceiling: Yes - but you have to dowel it because it is aluminized on both sides and the adhesion with insulation adhesive will not hold reliably. Better to use one-sided coated PUR and glue it.

Upper floor ceiling: Why should you use PUR there? All other insulation materials are cheaper with the same insulation effect (just thicker) and usually there is space above. However, it can be used without concern, at least on concrete ceilings.

So attic floor simply from 14cm glass wool, or better stone wool?

Better 24cm something. The cheapest is cellulose between the rafters and then cross battens with even more cellulose and on top rough boarding / counter battens. With wooden beam ceilings, don't forget the vapor barrier on the underside and work on making the connections airtight!
