I thank everyone for the answers, tips, and time sacrificed. I now have an idea of how to proceed in the stairwell. I think the previous owner, instead of thinking about ventilation/heating here, simply left some of the windows very old to avoid mold. Accordingly, they will probably all be triple-glazed windows, and in addition, I will take care of mold prevention in the stairwell.
Even though I didn't actually want to discuss the ISFP, I will try to address it once and explain why we ignore it. The house is already well modernized (except for the windows), and the ISFP aims at maximum optimization. Therefore, we do not need such a plan at all for now, since we do not have to/want to renovate at all. All measures (except for window replacement) in the ISFP will be necessary/relevant at the earliest in 15 years.
Measure 1: Rafter insulation -> roof including interior construction about 5 years old = economically not sensible, maybe if the roof is renewed anyway
Measure 2: Window/door replacement
Measure 3: Heat pump/photovoltaic system -> heating (including pipes) renewed 8 years ago = economically not sensible, maybe if the heating system breaks down, photovoltaic system was planned anyway
Measure 4: External insulation -> the house has 5-year-old internal insulation, facade was renewed about 15 years ago and repainted 5 years ago = economically not sensible, maybe only when the facade is renewed again.
You may see this differently, but none of these measures is currently so sensible that it would pay off even remotely within my lifetime. By the time one of the measures becomes relevant, there may also be technical possibilities other than now and they will need to be reevaluated.
