That would surprise me quite a bit if Germany were independent of world market prices and supply conditions. Is it off the table again? China has stopped exporting rare earths for a few days now. In a few weeks, this will at least affect the construction of heat pumps and heating systems in general, or anything that contains a microchip.
Apart from that, German companies also prefer to export their goods to the Far East or elsewhere if more is paid there, because China no longer wants to import anything from the USA.
In such a complex system, bluntly saying "No, we’ll just make everything ourselves anyway." Well, that fits the speaker.
I would also be interested in the alternative to massive investments in infrastructure. It’s no secret that my Generation Y now has to finance and fix everything that the Boomers and especially Gen X have let decay for decades.
When I started my vocational training in 2000, we should have at the latest started renovating or rebuilding bridges and roads from the 1960s... but nothing happened for another 25 years and now we have the expensive mess.
