hm what would a loan cost you if you had to take one out for the photovoltaic system? Would it be under 1.5%? If yes, then better take out another loan for that and put the money into the KFW 153 special repayment.

Otherwise, it’s an ideological matter. Whether it’s worth it has to be calculated and ideally the tax advisor should be involved.

Pay off the 153. No [VVE] fees apply here either. Use the freed-up installment and either a- save it (daily allowance) and always make special repayments b - increase the installment at Ing-Diba. After all, you are used to the installment. Possibly there will be something left over and ask the [kfw] whether the 124 program can be redeemed against a penalty interest. By the way, what does "during the year" mean? Never count on money you do not have yet…

Regarding the solar system, it doesn't necessarily have to pay off for me. I am actually quite ideological about it and like the idea of producing some of my own electricity.

Regarding the inheritance, there is already a buyer for the property/house who is in talks with the bank. I think there are plenty of interested parties for the location in Hamburg. However, the property has not been advertised anywhere yet or anything like that.
But nothing will be done until money has been received. I'm only concerned about the "what if" scenario.

There you have already given yourself your photovoltaic answer :D But I would also first clarify what the interest rate for a photovoltaic loan would be. And whether there would be subsidies for retrofitting again.
