Approved and accepted by the building authority with a stamp and additionally a stamp with the file number of the corresponding building permit. This would not be newly issued in this way today. According to a friend who himself works at another building authority responsible for such cases, this is unfortunately normal. And it is fine that way.

Why don’t you clarify it directly? Here one can only guess why and how... just call the bank and ask how they come to that. Also check with the municipality what is allowed to be done on the house and what is not, that is more binding than a statement in the forum.
