Most devices today report themselves when they need something. You usually don't have to think about the range hood or coffee machine. The inspection shaft should always be easily accessible. If you have a pipe blockage, you don't want to have to clear the shaft first. I can't quite understand why it was buried in the first place. If necessary, you may need to mortar 1-2 shaft rings to reach ground level. For a combined sewer, I would also recommend a backwater valve, ideally outside the house in the pipe with a small shaft (e.g., through a large KG pipe).

The gardener said it looks visually better if it is covered with 5-10 cm of soil or bark mulch. A backwater valve would likely cause more problems than it solves in my case; the lowest drain in the house is at least 40 cm above the backwater level outside the house, at least in theory. Pipe blockage on the property causes problems both with and without a backwater valve, and without a backwater valve there is at least less maintenance effort.

Yes, that works as well. In the inspection chamber, everything comes together and is then passed on to the sewer. First, you look for a blockage between the drain and the chamber. A pipe blockage is not a water pipe burst, where every second counts until you finally shut off the water.

During the time you wait for the plumber, so a few hours to a few days, you can shovel away the cover, that will be fine ;)

The problem is to detect the pipe blockage in a timely manner. I had one in the spring after the excavator hit a pipe during repairs on the sewer connection. I noticed that, but not how much gravel had slipped in. At first, it seemed to drain cleanly, and after 4 weeks the water in the technical room was draining very poorly from the sink. The siphon was not clogged, so maybe the pipe? I was able to verify that simply by opening the shaft and checking if water was reaching there. If you have to dig out the shaft first, it's not that easy.
