I cannot say anything about the system itself - but the right picture matches our drain in the heating room / laundry room. The part has a check valve and I always make sure that water is inside. It cannot run dry at all - at most it can dry out...

With us, the channel is BELOW the level of the drain...

We also had something like that in our terraced house: because there was a water problem before we moved in, they opened the concrete floor in the basement and placed a pump in a square shaft. The hole looked similar to yours. Three times a year the water standing there was pumped out – it also smelled very "floral" and soft as you describe. There was always some water standing in it. I think shafts are not allowed to dry out, otherwise it stinks. But I can't help you either.

So folks, I have an update. Armed with thick rubber gloves and several buckets, I have almost completely removed the water. I'm attaching the photo here. I suspect it is a flap and not a lifting system. Who knows something like this? Does the water have to stand there? Do I have to open the thing manually?

Ok. It is a Staufix FKA backflow preventer from Kessel. What worries me is that the water actually shouldn’t be standing at the top. According to the promotional pictures and videos from Kessel, it looks at least like water only flows inside and the flap closes so that non-pressurized water does not get into the basement. But I’m not sure. On the website you can see a control unit with a display. I will go looking for the control unit tomorrow.

Here is still the picture of Kessel. From this I conclude that the water at the top was not correct.

As far as I know, these devices should be serviced and cleaned annually, either do that yourself or have it done so that it works in case of emergency. This is the protection against a flooded basement, nobody installs the device for fun. The next heavy rain could be yours.
