From experience, I would recommend planning a bit more buffer time for the building permit. Of course, it varies from building authority to building authority and even from caseworker to caseworker, but it can also take significantly longer. In Baden-Württemberg, a maximum of 3 months is legally required, but it actually took a full 6 months. The same is currently true for our neighbor; the building application was submitted in December, and the permit is still not granted.

With a building notification, we could just start after four weeks. So I am relatively relaxed about that.

Yes, with this kind of we-don’t-know-ourselves-how-serious-they-are building line, one should factor in that whatever design later makes the processor uncertain and the application has to go over the boss’s desk. In this case—see above—rather not. I consider a building notification here already a gamble.

The thing with the building line.... that has basically been settled. If we don't get approval from the building authority, we will have the property boundaries changed so that only the sizes of the two plots are reversed. But according to the current status, we are simply allowed to build in the middle (i.e. on the boundary of the two plots) without the building line being relevant.

From my point of view, this building line is only settled when it becomes a building boundary after a plan change or you get a dispensation. I'm curious whether can follow these explanations – I certainly cannot.

There are 2 plots of land. One has a building line. This is the larger one. The house is now supposed to be on the smaller plot. After changing the property boundary, the house is on the larger one, and the building line is then on the smaller plot, where there is only the garden. It's a bit complicated, but it works that way ;)
