Use the building plot initially only as a garden

Hello everyone,

A few years ago, we purchased a plot of land outside the gates of Berlin (Dame-Spreewald); however, the topic of building a house is currently not of interest.

We now want to use the plot on weekends and prepare the garden for this purpose and build a tiny house/garden house on it.

Now some questions:

    [*]Since the garden house will have a fire pit (stove, oven) and is intended for longer stays, we probably need a building permit?
    [*]The real estate agent had given us the following figures: floor space index 0.4, site occupancy index 0.2. But as far as I know, there is no development plan. Does that mean I have to adhere to these figures and if so, I have to build "properly" right away? Where can I get clarity on this?
    [*]What documents do we need for a building permit? Do we need an official site plan? If yes, where can I get it most easily?
    [*]The plot is on a slope, so some earthworks need to be done. Do I also need a building permit for that?
    [*]What other legal framework conditions do we have to observe?

Most answers are provided by the Brandenburg Building Code. § 2, for example, contains definitions; small buildings and also embankments are "structural installations." § 59 BbgBO: "The construction, alteration, and change of use of structural installations as well as other installations and facilities, for which requirements are set forth in this law or in regulations based on this law, require a building permit, unless otherwise specified in §§ 60 to 62, 76, and 77." Providers of tiny houses should know what is needed to start with.

Maybe just look for an architect right away. A building application can be rejected multiple times quickly due to formal errors and it will drag on forever. In my city, you have to plan 3 months of processing time for a building permit, this binding deadline is often exceeded. Of course, plus the time for planning and application preparation.

First, I would check whether there is a development plan and if not, whether § 34 of the Building Code applies. If not, you bought a field and not a building plot.....

As far as I know, this Dame is spelled with an "h".
Isn't a motorhome enough as a temporary weekend retreat for a few years? After all, tiny houses are not given away for free either, are they?
