Understanding problem with our construction plan

Hello! I thought I understood our construction plan... For example, if one side of the house is specified as 11.50 m in the detailed construction plan, is that with or without insulation (14 cm on each side)? I read the plan as the 11.50 m being exactly the boundaries of the exterior walls. Then there is a line on the plan and outside it shows 14 on the right and left for the insulation. The shell builder now claims that the measurement includes the insulation. Strangely, we are missing about 25-30 cm on the ground floor! How is it in practice now? 11.50 PLUS 2 x 14 cm insulation (that's how I read it) or 11.50 m including the 2 x 14 cm insulation?

why then are the internal dimensions not correct? I read 25 cm exterior wall (basement) each, then 11 m internal dimension. Measured yesterday in the basement: internal dimension 10.70. And on the ground floor, about 25-30 cm are missing on one wall. Where did they go?

Normally including the insulation! So the outer edge of the building (with insulation)

The basement normally has smaller areas since the insulation of the ground floor is above the basement. In other words, the basement is somewhat smaller. But if you have 25-30cm too little in the ground floor, that is strange. Measure the exterior dimensions. Possibly the walls are thicker than in the plan,...

With us, the basement is insulated on the outside. On the ground floor, bricks are used without external insulation. If I now measure the total dimension with the ruler, it is 11.75 m. How do I argue now with the architect? The structural builder feels he is right but cannot explain the missing 25-30 cm either.
