Type of sealing in the soil investigation report was not implemented

Hello dear forum,

I opened a thread in this subforum a few weeks ago (Stadtvilla zu tief geplant). Since I haven't made any progress on this point so far and another problem related to this has arisen, I'm creating a separate thread again - I hope that's okay.

We are building a solid townhouse without a basement with a general contractor. We are close to handover.
A soil survey was included in the services, which was carried out early before submitting the construction documents. It described our non-load-bearing and hardly water-permeable soil. A sub-item in this report is titled "Assignment of waterproofing types". There is a table listing the waterproofing types according to DIN 18195-1. The legend states that the bold print is authoritative. The text in bold is "DIN 18195-6 Abschnitt 9". Now, only waterproofing according to 18195-4 was done for us.

Should the general contractor have adhered to the report?

Without a basement and sealing according to Part 6?
Which component is this about? Base plate? Top, bottom, end face?

How was it sealed? How do you know how and against which loading case it was sealed?

It is about the sealing of the base area. We have a 30cm thick floor slab, whose top edge is planned to be 10cm above ground level (the assumed top edge of the ground and the problem with it are in the other thread). Perimeter insulation boards were installed in the base area - these go about 15cm below the top edge of the ground and about 30cm above the top edge of the ground. Currently, there is groundwater at the lower edge of the perimeter insulation (I can see this because the base area is still open), and in this context, the construction manager pointed out to me that the base area is only sealed according to [DIN 18195-4].
