Top edge of finished floor and road construction height: poorly planned?

Hello everyone,

when I look at the planning from my surveyor or my architect, I discover the following facts.

The top edge of the finished floor is specified as 70.65m.
The property ground is specified as 70.50m
The street construction height ranges from 70.36m to 70.59m

If I now add the curb height (8cm), I have a planned street construction curb height of 70.44 to 70.67.

As a layperson, I would say that both the planned top edge of the finished floor and the property ground need to be higher, right?

And the building permit has already been granted.

At our BV: OK.FF.EG = 247.50 mNHN and OK.planned.Ground/Street = 247.35 mNHN! Other BHs in the neighborhood have been excavated and have OK.FF.EG below the street level, due to the max. ridge height/ terrain! This should actually have been discussed before the building application!

And how is the terrain at your property, how high is it?

The reference point for the ground floor finished floor level is the height of the plan street (edge of the road) in the respective building axis.

How is this to be understood here?

The architect calculated the reference point as follows: 70.59 + 70.40 = 70.49
He added 30 cm to this and thus arrived at the maximum height of the upper edge of the finished floor of the ground floor of 70.79.

Is his calculation of the reference point correct?

We have a slope in two directions, east-west and south-north. It is either built up or excavated (around the house since we are building with a basement). The top edge of the finished floor is at 247.5 meters above sea level, thus about 15 cm higher than the street or the terrain at the house entrance, which is 247.35 meters above sea level. A maximum ridge height (254.4 meters above sea level) is specified in our development plan! This requirement has strongly influenced our planning options.
