1) The municipality will not want to take this route. It will remain private. Mark my words. 2) This is an extended driveway. Discuss with a landscape gardener or civil engineer how to accomplish it most cost-effectively. 3) Clarify whether the municipality imposes restrictions regarding surface sealing. If necessary, asphalt might not be allowed. Divided by three, it can be quite affordable. But a maintenance agreement must be established; this path needs to be properly maintained.

I would cautiously also knock on the waste disposal’s door to see how naturally they will serve all houses or possibly just the intersection ...

But it doesn't really matter regarding waste collection or street cleaning. In the last 10 years, a snow plow has been rationalized anyway; only main roads are still cleared.
With only three houses, one should seriously consider whether waste collection is even allowed/should be allowed to drive onto the premises. As a resident, I would rather accept rolling the bin 20 meters further than having to renovate the paving after 10 years.

I would simply call a well-known earthworks contractor from the district or the building authority and ask. They will know what papers from whom need to be submitted.
The building authority can also provide information on the extent to which the paved area is assigned to the properties.

Before construction, a temporary construction road is advisable.

Bet, the bins have to be placed at the turning circle? That's better anyway, otherwise the weekly truck will soon have worn out the path.
