We had that. Factory buildings with cellars were demolished. Contaminated soil was replaced. Afterwards, the soil was layered and built up, and a new building area was created. Since we also had the problem with compaction, according to the soil expert there were several options, either to excavate again and compact, or as an alternative a reinforced base slab. (Additional costs of around €2,000)

The question is what load-bearing capacity the filled soil has. This can be measured and recorded. Are there such measurements? Did the seller instruct the earthworks contractor at the time on how to place and compact the soil? And what type of soil was used? In the worst case, some kind of dirt was just dumped in and lightly compacted every meter without care. Then you can take it all out again. On the other hand, if it is load-bearing soil (sand, gravel, RC, etc. in appropriate grain size) and was compacted every 30 - 50 cm, then it is good. But I don’t know any of this and you probably don’t either, so more information is necessary. Possibly even a geotechnical report.
