Just putting aside what is allowed and possible or not: What do you do if the neighbor builds something in front of your opening? I can only speak for myself, but if my neighbor were to direct their exhaust or supply air opening towards my garden at the property boundary, would not be open to discussion (not referring to you, I don’t know you), and I were disturbed by the noise, then it could very well happen that I coincidentally want to build/plant something right in front of it. A garden shed, carport, garage, or even a nice bush or something could certainly look good in front of such an opening.
