I have attached the "assignment of individual claims" and the "assignment notice" here.

It has become clearer to me now. Since the property has not yet been physically divided, the land charge cannot currently be registered by the notary. Therefore, the assignment of the priority notice of conveyance serves as security until the land charge can be registered.
