To evaluate, the floor plan and the elevations would have to be seen...
Well, with two (!) 3x3m windows in the west, I know without a floor plan that this is going to go wrong. Of course, it would have been nice if the planner had anticipated this without an energy consultant... especially when a large corner window is planned in the east and a total of 40% window/living area is planned.
Be that as it may, the energy consultant deserves the medal 'Against the animal heat' and you should be grateful to him. Without external heat protection, the house will be de facto uninhabitable. With south-facing windows, you might still be able to do something with roof overhangs or the like (in summer the sun is high, and in winter the heat input from the lower sun is welcome), but with east and west windows you MUST be able to shade the windows.
Believe me, I lived until November in an old building from 1886: 80 cm thick solid brick walls and about half as much window area as you have planned. Pure east-facing windows were enough to heat the place to 28° in summer... and the house had absolutely nothing to do with today's insulation standards.
Clear recommendation: Venetian blinds!!!
