Yes and no. The architect does plan the house but is not a tech freak. You also have to express your wishes. KfW55 and air-to-air heat pump is rather inappropriate, passive house and gas heating as well. But it can be planned nonsensically. First the planning of the house, then the appropriate technology. Since you apparently don't even know how efficient the house should be, you certainly can't plan the heating in advance. Close the thread and plan your house.
